The National Vision for Ghana is to attain a middle income status with 1000 USD per capita by the year 2015 by creating wealth through health.
The national vision is to create wealth through health and contribute to the national vision of attaining middle income status by 2015
The mission is to contribute to socio-economic development through wealth creation by promoting health and vitality, ensuring access to quality health, providing population and nutrition services for all people living in Ghana and promoting the development of a local health industry.

The Ministry of Health Ghana 5-Year POW in short

The five year programme of work provides strategic direct which sets out the priorities of the health sector. The intention of the strategic plan is to create bridge between the national health policy which only sets out the broad ambitions for improvement in the health sector whilst the implementation details will be outline in the annual programme of work
The POW III derives and builds on the principles of primary health care and general health systems development. It takes its instructions from the National Health Policy document which aims to create wealth through health. Its focus is to scale up health delivery and human capital development and contribute to poverty reduction and wealth creation.
The goal of the health sector is to ensure a healthy and productive population that reproduces itself safely which will be achieved through pursuing four strategic objectives:
Promoting an individual lifestyle and behavioural model for improving health and vitality by addressing risk factors and by strengthening multi-sectoral advocacy and actions. It places strong emphasis on healthy lifestyles and the environment in recognition of the basic role they play in health development. The main targets will be schools, homes, food retailers and workplaces.
Rapid scaling up, within the existing capacity, of high impact interventions and services targeting the poor, disadvantaged and vulnerable groups. Strategic objective 2 is concerned with service delivery and complements Strategic Objective 1. The development of a holistic, integrated and seamless health care service comprising allopathic and traditional health care providers will be pursued over the period.
Investing in strengthening health system capacity to sustain high coverage and expand access to quality of health services. Strategic Objective 3 is concerned with the health system and is designed to build capacity to deliver Strategic Objectives 1 and 2.
Promoting governance, partnership and sustainable financing. Strategic Objective 4 is concerned with achieving results. It addresses issues of governance, partnerships and sustainable financing in order to improve productivity effectiveness, efficiency, equity, sustainability and accountability in the sector.

Annual Programme of work 2008

The 2008 POW presents a portofolio of policies, broad programmes, outputs and actions that are required to implemented in health sector in the second year of implementation of the programme of work 2007-2011. The 2008 POW builds on achievements of the 2007 POW, it is focus on limited set of priorities and takes departure from previous POW in its design and orientation.
